Bustamante is accused of sexually assaulting the victims in his office including hugging them, kissing their mouths and necks, rubbing his face against theirs, grabbing their breasts, touching their bare thighs and moving his hand towards their vaginas, grabbing their buttocks, exposing himself, and masturbating in front of his victims.
Approximately half an hour before the closed session of the city council meeting, Santa Ana Councilman Carlos Bustamante was arrested. His arrest caused multiple camera crews from southern California television stations to converge on Santa Ana City Hall.
Santa Ana city councilman and a former Orange County executive was arrested and charged Monday with more than a dozen counts, including assault with the intent to commit a sexual offense, the Orange County District Attorney’s Office announced today.
This past week, the ACLU, representing Amin David, Jose Moreno (who is an ACSD Trustee) and Consuelo Garcia announced they were suing the city of Anaheim, claiming the current way the City Council is elected shuts out minority representation. They also point out four of the five councilmembers live in Anaheim hills, which contains only 1/6 of the city’s total population.
Tonight is the first meeting of the Santa Ana City Council to scheduled to begin at the new time of 5:45 p.m. Once the Council wades through the nine agendized recognition’s and proclamations they will eventually get to discussion of two items which should dominate public comment for the evening.
