Garden Grove City Councilwoman Kim Bernice Nguyen has announced a “Homelessness Action Plan” detailing steps she would take as Supervisor to immediately address the homelessness crisis that has disproportionately affected Central Orange County residents. Kim Nguyen is the only candidate to release such a plan, as local and county leaders have failed to address this top issue, turning a crisis into a catastrophe.
In addition to the plan, Councilwoman Nguyen released the following statement:
“Voters are tired of career politicians talking up the homelessness crisis every 2 or 4 years during campaign season, using the same buzzwords and lip service but offering no real plan for change. As a Garden Grove Councilwoman I have been on the frontlines of our homelessness crisis. I pushed for Permanent Supportive Housing and I’m proud to say the first ones will be built in my district. I championed pilot programs that provided emergency response to mental health and Substance Abuse Disorder Services. As Supervisor, I will bring the experience, ideas, and courage to change the way Orange County approaches homelessness and housing and prioritize effective, lasting solutions. I recognize that there is still much more to do, but we need to start somewhere — we need action.”
Ms. Nguyen’s plan, offered on her website, elaborates on 5 main points to address both the homelessness and housing crisis facing Central Orange County. Her plan will:
· Ensure fair, county-wide participation in housing the homeless
· Mandate professional management of supportive housing facilities
· Increase affordable housing options, especially near job centers
· Collaborate with law enforcement and increase prevention efforts
· Prioritize “whole person care” and both acknowledge and address the SUD and mental health crises in Orange County

Re-elected in 2020 with over 70% of the vote, Kim Nguyen is a first-generation Vietnamese and Mexican-American Councilmember in Garden Grove and was the first Latina and youngest person ever elected to the city in 2016. She has already secured endorsements from a diverse coalition of federal, state, and local elected officials throughout Orange County, as well as numerous organizations.
A lifelong resident of District 2, Councilwoman Nguyen attended Clinton-Mendenhall Elementary, Doig Intermediate, and Santiago High School. She graduated from the University of California Santa Cruz with a degree in politics and a minor in legal studies. She is the first in her family to graduate high school and receive a college degree. She is a Senior Health Care Analyst for a large health plan. The 2nd Supervisorial District includes the city of Santa Ana, and portions of Anaheim, Garden Grove, Orange and Tustin.
