

Last fall, I met Christy Clark of Laguna Niguel and learned about a 2017 accident that claimed the life of her husband Scott Clark. Mr. Clark was an award winning elementary school teacher in Laguna Niguel when a car struck and killed him. From the details of the case, someone should have been arrested. Justice should have been served. It was not.
With her permission, we are publishing the first of two significant updates on the case that the DA’s office needs to respond to in a timely manner. OCDA Todd Spitzer likes to make a big show of his support for crime victims, until it’s inconvenient for him to do so.
Part 1 is a note from Ms. Clark to those following the case:
Hello friends. I’m so sorry for the delay, but I finally have information to share. Long post alert (it’s so long that I’ve broken this up into two posts) but it’s a comprehensive review of the FACTS!
It is appears that Todd Spitzer’s office was engaged in a cover-up and there was no intention of charging Jamie Mulford with this crime. These accusations don’t come lightly. I finally have the police report, witness statements, and photographs to support my suspicions.
There is an obvious pattern. As we know, Mulford killed Jerome Anderson on the freeway in 2010. This was her 3rd DUI, and she made no attempt to avoid hitting him. After 4 years in court, the DA gifted her a no-contest plea to misdemeanor DUI WITHOUT bodily injury. She lost her drivers license but sued the DMV and got it back in 2016. She apparently learned nothing from that incident. Seven months later, as a result of her reckless driving, she was involved in the accident that killed Scott.
Now, we find ourselves in a similar situation. Evidence in this case shows that Jamie Mulford was culpable in the death of Scott Clark, but again, she avoids prosecution and is currently suing the DMV(thankfully her license has been revoked)! It’s a familiar story. I finally have reports I was denied by the DA and sheriff’s department. It was only after submitting a Public Records Act request, hiring a PI, and a victims rights attorney that I eventually learned the truth. JAMIE MULFORD WAS MADE A COOPERATING WITNESS AND MAY HAVE BEEN IMMUNIZED, and thus protected by the DA’s office. Also, electronic data from the car which was used for reconstruction reports leading to the dismissal of the case was NOT booked into evidence until 12/26/2019! How does this happen? (Please read my attorney’s detailed summary in Part 2 of my posts).
What can we do about this? Well, perhaps nothing, legally. Did you know that District Attorneys have extensive immunity? Although a lawsuit may still be filed for access to the evidence still being withheld. If she was given immunity, this 2 time killer and 3 time DUI offender walks free… again! If she was not immunized, charges could and should still be filed.
However, we CAN and SHOULD remember this! Todd Spitzer is NOT protecting us. He is not capable of empathy and serves only himself and his interests. You can #RememberScottClark at the polls.

I am not giving up on protecting our community. The DMV has revoked Mulford’s drivers license. She is suing the DMV to have it reinstated, and her court date is now scheduled for Nov. 30th. I will be there.
I have a civil case pending with a court date scheduled in early 2021. It should be interesting…you’re invited to attend.
Also please pay close attention to the Grant Robicheaux case. This is the orthopedic surgeon rape case that Spitzer is trying to dismiss without adequate explanation (sound familiar)? Those victims are being ignored, too. Spitzer is no friend to victims!
Additionally, there is an ongoing investigation into improper handling of evidence (sound familiar)? I will be following these cases closely.
Our efforts to shine a light on this injustice were not in vain. We uncovered information that Todd Spitzer never intended us to know. Our rallies informed him that the community is watching and we will hold him accountable.
