In the first hour, Orange County counts precinct 1044 ballots. are the counting them by han?

At 8 pm, polling place volunteers have to allow everyone in line to vote, double-check voter lists, pack up all supplies securely, and transport all of this to Santa Ana. Last I checked the ROV website over 1700 of 1847 were STILL at the polling place. http://ocvote.com/live/polltrack/statustotals.asp

Well, Chris, they only got 106 precincts in so far and it looks like they were small precincts. An average of only 10 voters each.
They can’t count what they ain’t got.
