In Irvine, Carroll and Kim Steal Another Agran Idea on Rule of 2; Advocate for City Charter Change on Mayor

Irvine council members Tammy Kim and Mike Carroll have done it again; without original ideas of their own, they have stolen a proposed change to Irvine’s “rule of 2” for any council member to place a discussion item for a city council meeting on the agenda..  And once its been discussed, it can’t be brought up again for six months unless another council member agrees.

Previously, Kim and Carroll have stolen Argan’s request to discuss Great Park Neighborhood funding, a City Health Agency, and turning ARDA into a Veteran’s memorial park, although significantly smaller than Agran’s request.  And they do this without any sense of shame whatsoever.  It’s like the kids that cheat off the smartest kid in the classroom and brag they all got the same grade.

And to take heat of themselves, in Carroll’s case for the clusterf*** his pal Brian Probolsky has made of the Orange County Power Authority.  In Kim’s case, it’s a drop in for an Instagram photo and gone, though she’s adopted Carroll’s trick of issuing Giant checks to city charities with her name on it when its really funded by taxpayers.  Now I’m grateful she gave money to Northwood Little League, but the name on the check should read “City of Irvine” because its taxpayers dollars not Tammy Kim’s personal funds.  Mike Carroll did the same thing during the 2020 election.

I am on my homeowner’s association board and brought up the OCPA at Tuesday’s meeting, and there’s a belief homeowner’s need to opt in to OCPA instead of opting out, which shows how poor the OCPA’s outreach to homeowners in Irvine actually is.  I’ve opted out, not because I’m against clean/green energy.  I already have 29 solar panels that we bought outright and aren’t leasing and we produce more energy than we use.

Secondly, and far more seriously, Carroll and Kim are seeking to change the city charter to eliminate the direct election of a Mayor and going to a council majority deciding who sits in the Mayor’s chair.  This is a vindicative move by Carroll because of the stance Agran and Mayor Farrah Khan are taking on OCPA.  For Kim, it’s an opportunity for her to become Mayor without doing any real work.

Here’s the memo:

No discussion of expanding the council to seven members or going to districting.  If Kim or Carroll want to be mayor, they should run this year.   Both have safe seats for 2022, but good luck to both of them to run on their actual records.  “Vote for us; we steal ideas from Larry Agran even though we not-so-secretly hate the guy.”

Unless there is a significant fantastic candidate emerge this election cycle, I think November shows Farrah Khan re-elected as Mayor and Council members Agran and Anthony Kuo re-elected.  I’m underwhelmed by the other candidates running for council.

  2. I sure hope the city attorney is prepared to tell both Kim and Carroll they can’t trade votes (or “seconds”) as it’s unethical at best. Look the the original Agran memo ( and the date) and then the two other attached memos from Kim and Carroll. Sure hope some residents show up to call them out for vote trader and theft of another council members ideas.
