
In my four years on the DPOC central committee, I couldn’t make headway on proposed resolutions between one of the chairs just wouldn’t give me any breathing room even if the resolution was to acknowledge “water is wet.” But there’s new leadership on the Resolutions (and Bylaws) committee so the Party is a little more receptive to democratic ideas.
About two months ago, I crafted a resolution calling on the party to ask of elected Democrats on City Councils, School Boards, and Government agencies to provide a second to a request by any fellow elected Democrat on the same body if a second (or third) is required to place an item on the body’s agenda for discussion and debate. Now this being OC and few city councils or school boards have a Democratic majority, the item agendized will probably still lose on a majority vote by Republicans. But not allowing the topic to be debated in — undemocratic.
The Resolutions Committee approved my draft resolution without a negative vote. The Party’s executive board also approved it. For the party meeting this past Monday, the measure passed by acclamation. The proposed resolution was pulled by Naz Hamid, Irvine Vice Mayor Tammy Kim’s alternate, and it was debated. Substitute language removed the word “agendize” from the resolution which was objected to by member Lauren Johnson Norris and re-inserted. The resolution passed unanimously.
Oddly enough, Ms. Kim — who attended the Resolutions Committee meeting to speak against a proposal to have Irvine go to District Elections and spoke against my resolution at the E-Board meeting, did not attend the Party meeting and did not vote on it. There was claims this was all about Irvine, where council member Larry Agran can’t get a second from either Kim or Mayor Farrah Khan on any matter the public is asking him to discuss on the dias. But my draft resolution also referenced Anaheim, where Dr. Jose Moreno cannot get a second from the other two Democrats on the council. I probably should have included Aliso Viejo too.
Kim continues to insist Agran has never reached out to her — a statement demonstrably untrue as Agran sends memorandums to the entire city council and the city manager and city attorney raising an issue and asking for a second. Kim’s own “listening tour” about the CalVet report with Great Park residents earlier this month was rife with cloak and dagger action on the location of the event inside the Great Park. Some of the people who were invited to register and completed a form with personal data never got an email with the location of the event suggesting somehow that data was being gleaned to weed out those who would be troublesome. A cadre of protesters showed up at the event anyway, but Kim got her talking point out of the way and punted on a vote by the council to pick a location for the Veteran’s cemetery that’s been debated for a decade.
As Democrats, we should welcome debate, not quash it.
The Resolution has no enforcement mechanism except for this — those elected who won’t offer a second will come before the Party seeking endorsement for election or re-election. They are going to have to explain why they won’t bring an item to the table for a discussion and a vote. It will be up to the party to decide what to do then.
You seem to forget that not all community issues are political. Council and school board elections are “non-partisan” for that very reason. A motion by either a Democrat or a Republican does NOT automatically deserve a “second” from a member of the same party.

This attempt by khan and Kim to “disappear” Larry from public life is disgusting snd I regret now every vote I garnered for them. Democrats support other dems in OC because we have finally reached a bare majority and need to build on it rather than destroy it.

in this case, Vice Mayor Kim and Mike Carroll — who did not second a measure from Councilman Larry Agran — instead plagairized a motion he made to move something from debate. Its shameless and pathetic
We shouldn’t be surprised! Mike Carroll is a thief and Tammy Kim is a racist! These two are the lowest of the lows and Farrah Khan is right there with them. She is sneaky and a liar. I think she should be acknowledged for The Worst City Mayor in the history of Irvine Mayors! And we should all remember their antics of doing whatever the heck they want with OUR tax dollars when they will EXPECT us all to NOT OPT OUT of their Energy Scam program. We all need to be sure to “opt out” when we get notified of the “switch” from Southern California Edison to Mike Carroll and Farrah Khan’s Community Choice Energy program. This is not a community choice when THEY determine our rates and THEY tell us what to pay. And cleaner, greener energy? How is that possible when they are not producing it, they are purchasing it? So for the people that don’t opt out, they will be paying for everyone else to get this “supposedly” greener energy. And if you don’t think that is true then you must have your own micro grid. This is such a blatant scam ON ALL OF US!
