Wannabe Police Chief

There’s a fun screed on the OJ blog about Irvine council member Jeff Lalloway which is attracting lots of attention from Irvine Council Member Christina Shea, Irvine City Commissioner Allan Bartlett, and Shea apologist Lt. Pat Rodgers, usually known online at LTPar.  Go ahead and read the comments; fun stuff!  But when you read what Ms. Shea has to say, I’m not in cahoots with Jeff Lalloway on the FPPC investigation; that was all done on my own.

I got an email sent anonymously late last night; it’s a forward of a forward or a forward of a forward of an email sent in 2015 by Lt. Pat Rodgers to the personal email addreses of Irvine Mayor Steven Choi and the other three Republican council members in which Mr. Rodgers makes a pitch to be Irvine’s new Police Chief.  The original forwarder deleted the “from” field so I don’t know who’s its actually forwarded from, but email addresses do check out.

For a number of years we have informally discussed me coming back to work for the City in some meaningful capacity where my leadership skills could be used and where you would have a loyal supporter on the inside of the organization.  Unfortunately, no such positions ever materialized in the past.  The below e-mail from Dave Maggard indicates he is retiring.  As you know there are some internal problems in the Police Department and morale is bad among the Officers as a result.  Sean Joyce will try and appoint Mike Hamel as the new Chief, but his track record as a leader is nonexistent and it will be business as usual if that appointment is made. 

I am asking that the Council appoint me as Interim Police Chief on a contract for six months when Maggard leaves.  I have a number of job specific performance objectives in mind to help correct the problems, which we can discuss in more detail later if you agree with my request.  If at the end of six months if you like the job I am doing, you can make the appointment permanent. 

I would welcome the opportunity to rejoin the City Team and once again resume the goal of keeping Irvine as America’s Safest City.

After much contemplation, I would like to share with you that I have decided to retire from Irvine PD. As most of you know, I have had the honor of serving this City for nearly 13 years, most of that time as your Chief. Words cannot express the gratitude I have for being provided this opportunity. It has been an extraordinary privilege to serve with all of you and to do such important work in this wonderful community. The future of our organization is bright, and our leadership team is strong, capable and prepared to take IPD to a whole new level of excellence.

There will be more to share in the weeks ahead, but for now, I want all of you to know my plans. I anticipate my retirement will occur in the next couple of months.

You are the best our profession has to offer and I hold each of you in the highest regard.

Given charges of cronyism levied by LTPar against Irvine’s former progressive majority, how wonderful for him to ask for an appointment to Police Chief to give Republicans a “loyal supporter” in possession of a gun and a badge.  Because Irvine surely needs a police chief who still uses words like “Pinko Communist,” right?

Nothing happened, but it makes me wonder how often Choi and Shea get emails to their personal email addresses about city business.  Transparency LTPar is not your ally here.

  3. If the GOP can’t keep a majority in Irvine… I mean, yikes, not good, obviously.

    I would like to think that the dialogue over at Orange Juice is a total fabrication. (On some level it may indeed be by design) That being said, Mr. Bartlett has long been an ally of Ms. Shea and a critic of Mr. Lalloway.

    It is sad. A two-party system has traditionally been the ultimate check upon the consolidation of power and tyranny. But it would appear that California is becoming a one party state. Perhaps we should all be Democrats so as to avoid disenfranchisement, perhaps that was the plan.

    • This all started because I voted against the folks who want to kill the Veteran’s Cemetery. This is their payback. They put up signs, Facebook and Twitter ads and general harassment. But they truly don’t understand me because this makes me believe more and more that my vote was correct. The Shea-developer land swap for the cemetery will kill the project. Vote the right way and this is what you get. No wonder no one wants to run for public office.

      • No Jeff, it all started when we mistakenly helped you get elected. Then your true side came out and you tried to “bully” other Council Members into doing things your way. It has become clear from opposition to your campaign for Central Committee that other Republicans around Orange County see what I have seen from the start. By the way, don’t waste your time running for Mayor, because you will be out of your league with the other candidates. P.S. I have no problem with you sharing the e-mail I sent you on the Interim Police Chief position with your new collaborator, Dan C. Perhaps he will back you for Mayor, rather that Mary Ann Gaido.

        • I have always been true to my principles. You tried to lobby me just last year for a job you were completely unqualified for. But now your story is that my “true side” came out when I bullied people– a ridiculous assertion. I guess my true colors didn’t come out until after the job for chief was handed out.

          • Frankly Jeff I was a hell of a lot more qualified to be Interim Police Chief than you were for the $200,000 job you hit up developers for in lieu of running for Council. I guess you got about the same reception from developers that I got from the Council. The only difference between the two of us is that I had a 27 year record of accomplishment with Irvine Police Department and you had nothing except your two bit lawyer history. Not an expert on election law, but wasn’t you suggesting a quid pro quo with developers an illegal act? Wonder if the FPPC should look into your antics like the investigation you generated on Christina Shea? Moral of the story, “People who live in glass houses, should never throw rocks.”

          • Hey Jeff, you condemn me for seeking a position for which I am more than qualified and speak out of both sides of your mouth at the same time touting your own principles. Guess you must have forgotten, your approaching the head of Kia and asking to replace Christina Shea as their Consultant stating “There is a new Sheriff in town. Additionally, what happened to those principles when you lobbied several other developers for a $200,000 a year job in return for not running for City Council in 2014. Not a legal expert like yourself, but isn’t doing something like that illegal. Perhaps we should ask the FPPC to look into your actions, like you did with Christina Shea? So much for your principles to which you are so true?

  4. Dan, if this is best smear you can conjure up, you are at your usual level of incompetency. I served the citizens of Irvine honorably for 27 year and only retired because of a heart attack. What exactly have you done for Irvine except shoot off your big mouth, mostly on things you know nothing about? While all your liberal clone followers want to whine about one thing or another, none of them knows “jack squat” about me, my work history or achievements on the job.

    A position became available for which I was more that qualified. It is normal in such vacancies for a City to appoint an Interim Police Chief to function until a permanent replacement can be recruited. I sent an e-mail to four of the five Council Members asking to be appointed to that interim position. Didn’t try and hide anything and if I were most certainly wouldn’t have copied Jeff Lalloway. We have never been friends, although I did make the mistake of working to get both him and Lynn Schott elected. The City Manager made a decision to appoint the current Police Chief and that was the end of it. Never heard from any of the Council Members, nor did I contact them again. No sour grapes on my part, just an attempt to get back to a job that I loved and was good at.

    • As a long ago retired former cop, you had no qualifications to be Chief of Police and instead tried to lobby me to get a job you had no business even thinking about. And you trashed our wonderful current chief in the process. You should take off that uniform off your Facebook page someday. Nows a good time.

      • I never trashed anyone. I merely suggested I was more qualified than the current Chief and could fix the internal problems at the Police Department, which you apparently don’t give a damn about. I was the person who hired Mike Hamel from the Los Angeles Police Department and have never had anything but a great relationship with him. He was appointed by the City Manager, without the Council being informed, so don’t suggest you had anything to do with it. Mike Hamel is a good Cop and I wish him well in the job as Police Chief. As far as the uniform goes, “feel free to kiss my ass,” I spent 27 years earning the right to wear it and based on your sorry performance on the Council have earned no right to judge me. I will however make a pledge on the uniform. I will change my Facebook photo on the day we get you unelected from the City Council. See you in 2018.

    • What have I done for Irvine? I’ve coached Little League, Irvine Youth Basketball, AYSO Soccer. I’ve been a youth soccer commissioner for two different divisions for a few years; I was a commissioner and all-star coach for IYBL. I’ve been a cub scouts cubmaster and den leader. I was the president of my HOA for 8 years. I contribute and volunteer for Northwood High’s drama club — all of this volunteering for free. What did you ever do for Irvine that didn’t involve collecting a paycheck?

      • Well Dan since you asked I did do a couple of things in my off duty time for which I didn’t get a paycheck. I was President, Board Member and Coach of Junior All American Football for ten years. I served as a Little League coach for five years. I physically played in the Orange County Cop Bowl Football Game for six years, with money going back to the athletic funds of the local high schools. I was a Rotary Club Member for three years and involved in their community activities. I provided the leadership for taking over the July 4th Concert on the Green & Fireworks Show from the City of Irvine and ran it for fifteen years. I served on the City Community Services Commission for slightly over a year, until leaving for Afghanistan to work for the Department of Justice managing the Police Training Program. Hope that answers your question.

        • Awesome. Then we both gave time and effort to the city. I don’t get a pension from Irvine. You do. I didn’t lose a politically motivated lawsuit against the city, beg for debt forgiveness and had to be publicly embarrassed to pay up. You did.

          • Dan, as I have repeatedly said in the past, you don’t know me very well because in my entire life I have never begged anyone for anything and never will. While I did run into Sukhee Kang at a school event and we discussed the legal issue, I to this day do not apologize for doing the right thing in allowing my name to be used in a lawsuit where your BFF’s the Agranistas did not following proper procedures. Had Greg Smith and I had a competent attorney, we most likely would have won the case and the wrong would have been righted. While it was an expensive education in not allowing my name to be used, I lost no sleep over doing the right thing. When my attorney said send the City a check, I promptly did so and your suggestions otherwise are just more of your bullshit. You really need to get a new horse to beat because this one is stone dead. Can’t you find some other trash about me to lie about like how I was almost impeached as President of the Police Association by the Cops for engineering an endorsement of Larry Agran the first time he ran for City Council.

            • If you had a better lawyer….well if “If’s and Buts were candy and nuts, it’d be Christmas every day.” The city hadn’t been paid for months and you didn’t cut a check until we wrote about it here.

    You claim you aren’t in cahoots with Lalloway and you got Pat’s email anonymously? Sounds suspicious if you ask me since it appears you and Lalloway share a close relationship which has developed over the past few years. No one will beieve Pat’s email just came in as a surprise. Its obvious Lalloway cranked it out of an old email folder and sent it to you so you could generate more nasty articles. Why in the world would you do an article because a former Police Lieutenant with years of experience is asking for a job? Pat is more than qualified so asking for a job is logical. Conversely, Lalloway misses council meetings, board meetings, and is both late and leaves early at Council meetings. In private sector, he would have been terminated. Moreover, Lalloway didn’t even support his own police department on a well over due pay raise when Irvine has more than $100 million in surplus monies. Last, Lalloway’s reputation around City Hall is not good either. Sounds like its time Lalloway leaves Irvine so a better suited person can be elected to council.

    • A close relationship? We have a standing bet on Syracuse-Villanova basketball. That’s it. I mentioned the email I got had been forwarded a number of times. I left emails out to protect sender/recipient privacy. Pat is qualified for police chief? Maybe in the 50’s.

        Pat was there from Irvine’s inception and is actually better qualified than Maggard was when he was promoted to Chief. And, Pat is certainly more quallified than their current Chief who by the way didn’t even go through a competitive process. I wonder why? Was its because its a good ‘ol boy club there? Of course, you have no idea what I’m talking about because you have zero knowledge in this area.

      • Just a football bet you say. Tell us with a straight face and without your nose growing, it wasn’t Jeff Lalloway who put you on to challenging Christina Shea on the Kia consulting job. I bet he forgot to tell you that after he was elected, he approached the head of Kia and lobbied for Shea’s job, indicating there was a “New Sheriff in Town.” I bet he also forgot to tell you that he had approached a number of developers prior to the election in 2014 lobbying for a $200,000 job with the condition he wouldn’t run for Council. Additionally for just a football bet, you may claim my e-mail to the Council was anonymous, but we all know it was Lalloway who sent it to you. Now one doesn’t have to be Sherlock Holmes to logically deduct you and Lalloway have a more sinister relationship. Will you be backing him for Mayor instead of Mary Ann Gaido?

        • Uh, college basketball and both of our schools made it to the Final Four this year. With a straight face, I filed the FPPC complaint against Shea due to the Voice of OC article in December. I did a PRA request to the city for the emails they used for the story because the FPPC likes evidence. I really enjoy the queen of fractured syntax telling me my complaint was poorly written when punctuation isn’t Ms. Shea’s friend and neither is a concept called a spell checker. My writing was good enough for the Register to use an entire paragraph in their story about the complaint. I’ve already sent a check to Ms. Gaido whom I saw at the Farmer’s Market this morning Pat. “We all know it was Lalloway who sent it to you…” You “all” know Jack and Shit. Stick it. Sorry you’re embarrassed for being exposed.

  6. Jeff (and Dan)…Jeff, is it true you agreed with and supported the Costa Mesa Council that ultimately decimated their own once premeire police department? Thanks to that particular (ignorant) Council, their once great department is now struggling to retain good people (after having lost many good officers), is short staffed, and is still to this date having a hard time recruiting the best people as officers as well. While you were on Council at Irvine, you did nothing to improve police morale, increase staffing, correct internal management issues and failed to give Irvine cops a pay raise for more than 5 years which forced officers to go to other agencies for better pay and benefits. If you think this is somehow good for the Irvine citizens, youre a fool. Yes, I think its time for you to get out of politics. Irvine needs people on its Council who actually care about their public safety personnel and treat them properly for making Irvine “Safest City in America” for 10 years in a row.

        • Dan, when it comes to you, I can defend myself. You are a rank amateur when it comes to character assassination. You keep dredging up untruthful crap from ten years ago and still with no indication of one iota of wrongdoing on my part. A majority citizens in Irvine are like Vince and for the few who read you trash, see through it. Nope I can take care of myself,just as Christina Shea can take care of herself. Sorry bub, but the good old Agranista days are long since past. In 2018, we will also be able to say the sad days of Jeff Lallloway will just be a bad memory.
