The Senate passed the Telecommunications Act of 1996, whcih was the first major revision of US telecommunications law since the Communications Act of 1934. It served as a foundation for much cell phone and Internet regulation since. The bill passed 81-18 with Clinton signing it into law.
McCain voted against it.
